No, it's a song by This Mortal Coil (an occasional collaboration between members of the Coceau Twins and Dead Can Dance back in the 80s). I don't know who wrote the lyrics. It does sound a bit like Nazim Hikmet, though, I suppose!
P.S. Just for the record This Mortal Coil was actually a project masterminded by 4AD label boss Ivo Watts Russell. He wrangled members of Clan of Xymox, Dead Can Dance, Cocteau twins, Kim Deal from the Pixies, Tanya Donnelly of Throwing Muses, Heidi Berry and many more to do ethereal covers of songs he liked.
Funnily enough, at the multicultural Christmas I mentioned, I met another 4AD buff, who kindly promised to lend me a bunch of CDs. I'll probably pass on the Current 93 stuff, though - I'm too old for Industrial Thelema.
I knew This Mortal Coil was slung together somehow but didn't know the details. If I could get Elizabeth Frazer, Robert Fripp, Tony Levin and Nana Vasconcelos to do "Stairway to Heaven", I reckon even fauxpas would listen to it.
